HP 4850 or 4890 Scanner versus HP Photosmart 3210?

Anyone with any scanner experience.

Is there a big difference between 4800x4800 dpi @ 48-bit versus 4800x9600 dpi @ 48-bit?

Is the photo printing capability of the Photosmart worth the buy or should I just buy a photo printer separately?

So I guess it's either all in one or buy a scanner and photo printer ~ the same price.

Oh yeah here's what I'm looking to do:
1. scan written notes and hand drawn diagrams
2. scan text from books, magazines, articles, whatever
3. scan film negatives
4. scan bills
5. scan regular documents
6. i'd like to have a photo printer eventually but is not required now
a. photo printer must be able to read from memory cards and function without being attached to a computer
7. scanner to be connected to winfax (optional)
