Is this normal or problem??

I have observed today clearly that when i try to rotate steering while the brake is pressed, the steering rotates very hard. But when i release the brake and rotate, it rotates normally.

Is this common or some problem is there with steering system/brake system?

My car does not do that. It did something similar when my PS pump was full of gunk, or the engine was in sub-zero temperatures, but pressing the brake made no matter.
Seems to me you could have a short somewhere that is drawing excessive current when the brake lights or whatever come on, but I really know nothing about this problem.
