Clicking noise

Ok,
So most of the time when i try to start my 1992 SVX it just makes a clicking noise when i turn the key or it will try to turn over but just does not lit. So what ill do is just turn it off and try acouple seconds later and it starts up. Does anyone know what may be causing it from starting right away. It's not the battery because all the power comes on when its making the clicking noise, and we replaced the starter last year. Thanks
