Steering wheel Q?

I haven't had to adjust it for a bit but I was noticing after someone else drove my car and readjusted the seat and complained about the steering wheel position. So I went to readjust everything and show them the steering wheel optional positions but found that when raising and lowering it, the wheel only locks in the lowest position.
So my first question is how many different locking positions are there? Full up, Full Down ? how many in between.

Second question is why won't mine lock in anything but the full down position?

That's the "get out" release. There's actually another release, which allows you to go through the multiple positions that the steering wheel can lock at. Take a gander up under there and you'll see it.
