rear bumper warping?

Has anyone met with this particular problem?

It seems my rear bumper is slightly warping, ever so slightly.
On the right side of the rear bumper, that groove the traces a line along the entire bumper is pushing it self up enough to eliminate the groove. I tried pushing it ever so slightly back and made a hairline crack in the paint.

Doesnt look like any one hit my car, there, looks to be some sor of heat damage/waterdamge?

the paint there is perfectly fine, no discoloring, except for the sligh protrusion...

what can I do? Common in old cars?
other than get a new bumper, (or repain t old one)
