The bearing itself is not riveted. The bearing inserts into the pulley from one side, and then there is a round plate that covers it and is riveted to the pulley, containing the bearing inside, between the plate and the pulley. These rivets would have to be removed in order to remove the plate and get the bearing out. I’ll take some pics when I get a chance, as it's likely that my description makes no sense to anyone but me.

As promised, here are the pics. You can see in the first picture, the plate that's riveted onto the pulley, holding the bearing in place.
So, if you have this same pulley, you would need to do one of the following: A) Drill out the old rivets, replace both the bearing and the rivets or B) Replace the whole pulley assembly I chose to do the whole pulley rather than messing with the rivets, it's just a lot less of a hassle to me.
