I beg to differ. I've seen H3 bulbs installed incorrectly and the clip forced on so that it actually touched the postive base of the bulb and shorted out the circuit. Also since the bulb is able to ground at virtually the entire perimeter of the seat, it is possible to have a bent seat or have some sort of foreign material get between the seat and the frame causing the bulb to be slightly tilted, yet grounded where it can still illuminate.

My assumptions were made on a bulb that was not deformed in any way or without any foreign material between the bulb seat and frame.
If you take out the burnt bulb and put another one in there should not be a chance for foreign matter to get in. A properly manufactured bulb should just slip right in and the spring clip should lock without difficulty. If you have to force anything to fit then there is a problem.
