Power Steering Leak From Cap

Like the title says, after driving for a while I find power steering fluid over the top of the reservoir and I am assuming it is coming from the cap. I find the cap to be a little loose as well. My questions are:
A) does this seem like a reasonable cause?
B) could it simply be that I have too much power steering fluid (the previous owner had over filled it), meaning would I still need a new cap if the level weren't high?

sounds like its over filled and make sure it has transmission fluid in it and not power steering fluid.

If the cap is a little loose, it may be missing the gasket or the gasket may be torn. Still shouldnt lose fluid since its a closed system..... did someone mix power steering fluid with the ATF that was in there maybe?? Mixed fluids of different viscosity tend to foam up....

Thanks for the ideas - while the engine was warm I popped the cap off and it was very full...of something that is definately not red . And the cap is missing a gasket (I wasn't sure if one was supposed to be there and I didn't think of pulling the one off the Leg, doh).

After warming up the car open the cap and check if the fluid is foaming. If it is the o-ring under the reservoir probably has to be replaced.
