It changes the park position of the wipers. In summer mode they'll drop all the way down onto the plastic cowling when not in use. In winter mode they stay a few inches higher on the glass. The reason for this is that when they're fully lowered you can't lift them up to clean the windshield or change wiper blades.

The switch is located at the very bottom of the dash below the steering column, slightly to the left of center.

I believe another reason for the higher park position is that they are over top the defrost vents, thus keeps them from freezing down.
