Headlights not switching between hi and lo beam.

The switch appears to be fine.
It is turning off the foglights and the blue light for hi beam switches on and off like it should.
I swapped a few relays and it appears the relay is fine also.

What should my next step be?

I recently changed the starter relay under the steering colum and did the alternator wiring upgrade.

Are just the low beams staying on? With the high beams on, the low and high beam bulbs should light up. It sounds silly but did you check if both high beam bulbs are burnt out?

No. I did not check to see if both were burnt out.
I thought no way.
But I will.

Well... damn.
It appears both bulbs are burnt out.
They both have 12v when turned on.

That doesn't mean that they are blown. They always have 12V to them, it is the ground that is switched to turn them on.
Check the high beam relay again.

Harvey.

The 12v was there when they were on hi beams... and went away when switched to low beam.
So does that mean I need to still check the relay?

Try a new bulb and you will know. Usually you can see the filament is broken in the bulb when they are burnt.

The way they are set up is, fuses No. 24 and 26 supply power to High and Low one for each side. The Lows are grounded at the lights. Both Highs are grounded by the relay.
