I have never had any issues with water or dirt or debris, If you think about it running open covers would expose your timing belt to the same thing your accessory belts are exposed as far as water and all that, and how often do those break? I do away with the inner and the outer covers just for the clean look.
Originally I had to change some ea belts on the side of the road, I carried it over to the EJ/EG's but have never had to change a belt off the side of the road. the crank pulley doesn't have to come off, but the A/C and Power steering tensioners would make it a fun job off the side of the road.
