Very good document on this in the "How To" section above.
Also do a search on alternator or steering Belt tension. It will pop up a few detailed threads with photos.

Again thanks for all your replies. I'm 99% sure its the alt....not running, the multimeter read 12.1 V, running 11.7 and with everything on, a little below that and the car died when I disconnected the battery. The sound in question seems to be coming from the alt as well. I'll get a chance to pull it out this weekend but again all your responses have been a huge help, and I'll let you know how it turned out.

I know its been a bit but I thought I would give an update. Finally got around to pulling out the alt and picking up a replacement. Got her installed and voila, all the dash lights are off, took her for a test drive and so far so good. Total cost ~$100 including a mickey mouse metric socket set. Thanks to everybody who posted and the beers on me if any of you guys come up to Canada.

The update and resolution helps others who are searching and have the same problem

Glad everything is worked out at not too high a price

The voltage you are reading is probably only battery voltage...
