Scam or otherwise, it's ridiculous. It'd be one thing if they claimed to be developing a hydrogen-fueled car. But the idea of pouring water into your tank and running on that is a little far-fetched and they come really close to claiming perpetual motion.
If the car also contains solar cells, fine. Then you could pour ten gallons of water in, wait for a few days while the car splits the hydrogen and oxygen and then maybe drive ten miles. But besides the water you're going to have to put energy into the system somehow. If that's the case you might as well just use that energy to propel the car instead of going through a couple conversions which lose some of the energy you're putting in. Their timeframe also gives them away. It's more than unrealistic.
