failed CA emissions "stuck egr"
 92 w/ 270k all original emissions components. I PASSED emissions part, then the kid who couldnt even find the EGR, tested it with a hand vacuum pump. he turned off engine to do this. Doesnt engine need to be ON if egr is Computer controlled...... to test it.......Does the egr need to be tested with engine ON........any help appreciated. PS i have NO cELs and engine runs like a top thanks , Evan

With an OBD1 car is seems odd for them to test much of anything beyond the lights and safety features...
