HELP ASAP replacing AC belt

Fellers

I replaced a broken AC belt on the '92 SVX and the main belt while i was at it. I tightened 2 bolts below the AC compressor. One at the center of the lower pulley and one below the lower pulley. I assume one is some sort of tensioner to get the belt on and off. After replacing both belts and tightening both bolts the AC belt squeals like crazy. It appears the lower pulley below the AC compressor isn't spinning. What did I do wrong, what is the proper procedure to replace the AC belt.

The bolt that is in the center of the pulley is a 13mm IIRC, Around that bolt is a larger nut - I think it was 17mm or so? Loosen both 13mm bolts - the one in the center of the pulley and the one on the arm that is in the slot below the pulley.

Put a large wrench on the large 17mm bolt in the center of the pulley and use that to get leverage to move the pulley in the slot to get tension on the belt.
You want the belt tight enough so you can twist it only about 1/4 around.
When the tension is right tighten the 13mm bolt below the pulley to keep it from moving, then remove the wrench and tighten down both 13mm bolts.
(the 13mm bolts might be 12mm - I can't remember but it is one of the two)

The idler pulley must spin freely. It could be frozen up and in need of replacement. A frozen idler would burn up a belt quickly.
