Clear Coat Touchup
What's best to use on a small area of clearcoat peeling to keep it from becoming a large area of peeling?

I don't know of anything you could do that would look perfect.
However, before I sent it out for professional repair, I would try wet sanding with a very fine grit paper to clean the base coat and feather the edges of the clear in nice, and then respray with a couple coats of rattle-can automotive clear coat. I'm sure you can find some good information on touch up paint application with a Googling. There are a lot of variables involved, but I have repainted Jeep doors with the rattle can technique and they look damn good, even under pretty close inspection. Good luck.
