I have a strong feeling that even though this problem can be totally placed at the feet of Michelin, the majority of the teams are using this to force the FIA into a showdown. I wonder if the history of CART and the IRL is somehow influencing this. Imagine the Michelin teams (GPWC) telling the FIA where to go, and forming their own series. That is exactly what CART did when the teams became unhappy with USAC back in 1979. Later, Tony George gets unhappy with CART and forms the IRL. Can you imagine a race series with just Ferrari ? (Jordan runs Toyota engines, so they would side with the GPWC when forced to decide - Sauber is now owned by BMW - Minardi's Stoddart has been the most outspoken critic of Mosley and the FIA). Max may be absolutely correct about having to enforce the rules, but in this case that is not what this is all about. It is about power and who has it. The FIA has it and the constructors want it. Read this piece that I lifted from Answers.com
about the USAC/CART split and see if it sounds similar:

"The split away from USAC in 1979 was spurred by a group of activist car owners who had grown disenchanted with what they saw as an inept sanctioning body. Complaining of poor promotion and small purses, this group coalesced around Dan Gurney, who, in early 1978, wrote what came to be known as the "Gurney White Paper" - the blueprint for an organization called Championship Auto Racing Teams. Gurney took his inspiration from the improvements Bernie Ecclestone had forced on Formula 1 with his creation of the Formula One Constructors Association. The white paper called for the owners to form CART as an advocacy group to promote USAC's national championship, doing the job where the sanctioning body wouldn't. The group would also work to negotiate television rights and race purses, and ideally hold seats on USAC's governing body.

Gurney, joined by other leading team owners including Roger Penske and Pat Patrick, took their demands to USAC's board and were turned down flat. This rejection turned disenchantment into defiance, and the rebel team owners laid plans to run their own racing series in 1979, competing with the established USAC National Championship - a racing series called CART. The new series quickly gained the support of the vast majority of USAC Champ Car team and track owners, with the only notable holdout being A.J. Foyt.

As the morning of March 11, 1979 dawned, the open-wheel landscape had been transformed. The formerly all-powerful USAC was left with a slim, hodge-podge schedule of seven races, while CART could lay claim to the sport's notable drivers and tracks - except Indianapolis. On that day, CART - sanctioned then by the Sports Car Club of America - dropped the green flag on its very first race, the Arizona Republic/Jimmy Bryan 150 at Phoenix International Raceway. Gordon Johncock would claim the checkered flag, but it was Rick Mears who would go on to capture the inaugural CART championship. USAC's competing championship was dominated by Foyt, but it would be the last National Championship for both the driver and the sanctioning body, as USAC threw in the towel at the end of the season and folded its National Championship Trail."

You will notice Bernie's name mentioned....ironic isn't it? If this new F1 series is formed, Ferrari will have to come over just as Foyt did to CART.

On the other hand, the FIA postponed a decision on an actual penalty. Apparently they're waiting to see what Michelin actually does with their offer to refund USGP ticket holders.

Speaking of that offer, I'm skeptical. Since they;re announced no actual details, I still think the refund could come in the form of a discount on a fine set of Michelin tires. They do say they're going to buy 20,000 tickets for people for next year, but how are they going to distribute those tickets?

Several posters make a good point about forcing the teams to complete
the series and THEN hitting them with their penalties. That basically allows
the FIA to determine who the next world champion driver/constructor will be, and....I have to hand it to the FIA....Mosley is a sly fox....they devised a plan to try keeping the GPWC at bay for the rest of the season.

UNLESS....

The GPWC decides to call the FIA's hand through the courts, or refusing to race until the penalties are clearly stated now. Why race you buns off for the rest of the season....just to be stripped of what you have earned? Mosley says that taking points away is not the way to proceed but THEN he says "'If you sort it out we will take a lenient view, if you don't sort it out we will not take a lenient view." So the FIA decides if the situation has been "sorted out" to its satisfaction....what the heck does THAT mean? He says Michelin's move to compensate is a step (delayed he says, but a step) in the right direction. But the rest of the statement implies that if the teams don't adaquately address the damage to F1 in the States.....(?)

The ball is now in the team's court.....or somebody's court!

I still say they should move the USGP. Laguna Seca has the prestige, but Elkhart Lake is THE premier open wheel track in the US, followed by Road Atlanta.

FIA holds an ace, and it's Ferrari

Some of those who post on the BBC site said so after the Indy fiasco.
But what kind of F1 would you have with ONLY Ferrari?
If the others formed their own series rather than sign the new agreement, is Ferrari frozen out? Or would they....COULD they....jump ship and join with the
others. Maybe Bernie can fashion a compromise...
