Update: Broken tach fixed! I purchased a used gauge cluster with a known working tachometer. Swapped out the tach from the new to me cluster and placed in my existing cluster (i wanted to be able to keep the same miles).

I've never had this issue with any other car I've owned and feared that it may have been a loose ground or some other electrical problem. Thankfully it was just the tach itself.

Through the course of my trials and errors this appears to be a somewhat common problem amongst older cars and even a few svx's have suffered this as well. Hopefully this thread/post will help others that experience the same.
