For the spoiler mod? I'd research how it's done on a car with a factory up/down spoiler, like the 3000GT VR4 (mitsubishi GTO) or the chrysler crossfire.

The ECU controls the timing of these cars' spoilers.

Timing like what speed the spoiler goes up and down, or timing like how long the motor needs to move to get the spoiler to the proper position?

How about using the electronics of flip-up headlights?

Rather than control the motor running time via a timer, the correct method
is to utilize limit switches, operated by the moving assembly itself, so as to stop
the motor at the up and down positions of travel.

If you require, the switches can also be used to reverse the motor for the return movement. I am sure that suitable micro-switches are readily available to achieve this.

For small changes you need a stepper motor to do the job.
