nail polish issue

My wife rarely rides shotgun in my white '92 and the other day explained that the reason is that when the heat is on, it only blows out the bottom vents and this poses a real problem with drying her nail polish efficiently (when a passenger, she often takes advantage of the situation and files and paints her fangs....err, nails)...This being the summer, I explained that the ac blows out the main vents, as does the outside air on the vent setting, so she joined me. Now, I admit, I've also noticed this fact about the main vents not blowing when heating and it is annoying on really cold days to wait for the cabin to get comfortable..Any thoughts? Is this a defect in my car or a design defect in all svx's? Please comment as you see fit.

Turn it to defrost? It should blow out the window vents as well, if not all the vents.
