These are not easy to check, you have checked the continuity, so the windings must be intact. The output should be checked with an oscilloscope to see the waveform, but the book says to check them by waving a magnet across it and checking the output on a AC scale looking for about 0.1V.

This really only checks the windings, but not the strength of the magnetic field of the sensor, so I would check it while turning the engine over, looking for about 0.1V.
The common factor between the cam and crank sensor 2 is the ground wiring, as they both have the grounds connected together, going to the ECU. Maybe a ground problem, check the continuity of the ground wiring back to the ECU. Check the ground on the rear of the engine.
