When you pull off the interior panel, you'll see the seat belt unit/motor. right in the middle is a nut thingy (technical term) where you can stick the console tool to crank it. You cant miss it.

When My Drivers Side Seat Belt Was Stuck In The Open Position
The Shop Told Me I Needed A New Track
So I Bought One And Installed It.
It Didn't Help.

I Replaced The Seatbelt Control Unit That Is Located In The Top Of The Trunk Under The Rear Window.

It Has Worked Fine Ever Since.

Still It May Not Be What Is Wrong With Your Car.
