Attached to the bottom of the throttle bodies. It's got one big port to a big vac line that goes to the intake. One grey plug with 3 wires, 4 bolts holding it to the throttle bodies.

if that is the intake air control valve what is the valve bolted to the cross over pipe under the intake?

That is the AACV = auxiliady air control valve. The IACV is controlled precisely by the ECU. The AACV is just open when cold, and closes as it heats up. It's to provide some extra air when the engine is cold.
