Angry electrical problem

i just bought my 92 teal. I have had it for a week. So far it has thrown the MAF. Something the guy didnt know about....no big deal. But it has had a problem keeping a charge on the battery. bad ground? NOPE. trace it to the Alternator...no big deal right....well while checking on that it seems to have a short somewhere...i pull the hazard fuse under the hood and its still hot while the car is off...pulling the fuse it was fine. under closer inspection with a volt meter the spot for the fuse registered the same volts as the battery. any one have any ideas? and is there any way to fix it?

It is not quite clear what is involved. By "hazard fuse", do you mean the fuse protecting the flashing hazard light system?

All in line fuses have the supply side of the fuse holder connected to battery positive. That said, some only indirectly and only with the ignition on. Therefore it would appear that what you are stating is a normal condition in this regard.
