cooling fans stay on

My 1995 ls..the cooling fans stay on continuesly and the car won't start easily when the temperature is below 70 or so..I changed the water temp sensor with a known good one..fans still are on all the time..dosen't want to start easily when cooler than 70 deg F..What might my problem be? ECU?..maybe a relay short??Help

"I changed the water temp sensor" Was that the one with the single wire or the one with two wires.?

Is your speedometer working well? If a speed sensor fails your fans will run constantly.

Definitely sounds like a water temp or coolant temp sensor. As Harvey said, make sure you change the one with the 2 prong connector and not the one with the spade type connector.

I have the radio that the P.O. wired in..but the starting problem just started some two years after I bought the 1995 L..I do suspect that the radio is not wired properly because the radio memory is not wired in..I should also mention that I have changed the MAF as well..Is the ECU a suspect in this problem? My code light bulb is burned out ..is the ECU under the dash..on left?

the speed sensors are on the tranny? one near the front..and one near the rear with my 4EAT?
