its verry hard to have a handling car and a drag car
the turbo set up is huge in set ups also and suspensions set ups are totally diffrent u have to ask your self, do u want a corvette killer or do u want road course car? then build from there also another alternative, not a favortie of mine is go 2.5" exhaust anything thats cheap then get a external waste gate or o/2 dump tube also,, its not loud unless u spool the turbo up, but whene it spools up u will wake half the neighbor hood up, the set up i was after was 272 cams, fp green or 20g turbo in a td06 housing 720s and so on, i still have a 1st gen head off the old 92 u can have or im just throwing it away its missing the cams and cam sleeves so not much good but for a paper weight. u can easily spend as much doing brakes, and handling then on engine work

A set of decent coilovers can be had for around $250. They'll drop you car a bit too which will also improve handling. Depending on the amount of drop you may need camber kits. Once you get them installed get a 4 wheel alignment.
For $2k you could make a pretty fun DSM that should run in the 13's.
