There is another reason that the ABS sensor may be acting up. Now I am not saying that this is your problem, but.

The sensor is a magnetic type pick-up. It sends a signal based on the strength and speed of the magnetic flux change.

If the face of the sensor is covered with metal filings attracted by the magnet. These will short out some of the magnetic flux to weaken the out-put signal.
The amplitude of the signal is dependant on the speed of rotor. As the rotor slows, the signal gets weaker till it is not strong enough to satisfy the ABS, so it decides that the wheel has stopped and operates the pulsing.

As you only get the symptoms at low speed, this could be the cause. It would be worth checking the face of the sensor for crap, and clean the area, before breaking the piggy bank.
