custom electric s/c??
those crappy ele. s/c on ebay had me thinking, i have a brushless motor and its 8,000 rpm per volt, i also have a 11.1v lipo battery, put a fan blade on it and stick it inside my intake right before the maf, i also heard u can only run those ele. s/c at 100% v.e., but if i were to somehow do that, anyone think it would provide any boost??

You might get 2lbs of boost out of a very high RPM fan. I'm not trying to kill your idea, but electric superchargers are a waste, you might as well bolt on a huge ugly wing while your at it.

The first thing to consider is how many people have them on their cars, and how available they are.
It's not worth the time.

It's been done, but requires 3 motors, 6 batteries, and it's not all the time, only when you switch it on, otherwise you'd kill your battery in minutes. It can be had for around $3000-3500.
