another seatbelt question

I looked through the first 3 pages of the search on seat belts and didnt really find what i was looking for.Do the seat belts just fell like theyre loose in these cars?Ive never owned a car with auto belts before and use to the belts being tight,but these ones seem to be very loose around you.
Also Im sure this question is on there but the drivers shoulder belt doesnt work at all,what items should I check.
