How to retract stuck seatbelt?

My driver side seatbelt stoped working and it stay half way. Any way I can manually retracted?

behind the armrest in the back you can manualy crank the seatbelt up, also the wires are known to come loose (de soldered) on the control box.

by armrest you mean the back armrest? on the driver side. So I have to remove the rear Left quarter panel to get to this? and any special tools to crank it back or is it just pretty logical.
