F8 will allow you to get into safe mode and log in as administrator if there is no admin password set. With Dells, you can access the recovery partition if you see a blue bar on the top of the screen right before the Vista boot screen by pressing Ctrl+F11. This will do a re-image of the PC and only take about 3 minutes.

If you can find a copy of Windows PE or Bart PE they usually contain a locksmith program that allow you to get into the registry hives and modify the SAM password file, if you still dont feel like wiping the PC.

Go to dell.com click support enter your service tag (it's on the bottom of the machine) there should be a help article on restoring the unit. You can also Google "windows password recovery utility" there are some good free programs out there that will help you out. There's a good article on hackaday.com too with links to programs.

PM me your address and I will mail you a bootable CD that will give you all current account names and their passwords on that machine.

Its linux based but the on screen instructions are easy enough to follow.
