Steering wheel lock

My wheel will not lock with the key removed from the ignition. At which position(s) does the wheel supposed to lock? My Justy is my only reference locking with the wheel 180° from straight (upside down)

What's the most likely cause of this?

I haven't removed the steering wheel from an SVX yet, but normally there is a spring-loaded pin pushing upward into a round plate with about 15-20 matching slots around its periphery. More than likely the spring has broken, the pin is stuck in old, cold grease or you're just unlucky. Have you re-checked once the car is good and warm inside?

Actually this has been ever since I've owned the car (21 months). I've never really cared about it that much but I will have a chance to take the car apart in places to fix a few things while there is snow on the ground and I'm driving the Justy.
