why part out a perfectly good car over a bad engine, lets hope they come across any svx's

They probably got it for next to nothing, and to them, it's not worth spending $5k+ on a shortblock and turbo and whatever else it might need. (full long block possibly)
Even a used complete engine with turbo will run around $3k+ from a reputable junkyard with warranty.

Sure, they might be able to sell it for close to $10k once fixed, but if they don't want to or can't front the overhead to get it running, it's a smart choice.
