Smile Wheel optical illusion

Hey all!

I filmed this from a non-SVX today, while my cousin Steve drove my car.

It looks like the wheels are not moving!

Could it be that you have your wheels adjusted to turn at the same rpm as the camera's fps? Or a multiple of the camera's?
