starting problem, please help!!

When my car is cold, you turn the key to start and the warning lights fade a little but don't go out and the the starter doesn't turn. IT IS NOT THE NSS. i hooked in a jumper wire and still had the same problem. my only other guess is an ignition problem. any suggestions?

Hmm... Battery, battery terminals or ground, starter cables....

NSS = neutral safety switch

Do they dim just a little or almost half off? If they dim and remain that way while the key is in the start position, then that means either the battery is not putting out enough current, or the starter has a short and is draining the battery excessively.
