There is a minimum headlight height (21" for the US I think) but there are no limits on height except that they cannot be placed above the windshield level (roof or roll bar lights are only legal off-road)

There were some proposed regulations a few years back that would give an allowed range of (from memory) about 20" to 32". It was dropped and never made it up to a vote. Why, I don't know.

Have you ever noticed that most semi-truck headlamps are lower than a lot of pickup and SUV lights? I think light truck makers are basing it on style instead of social responsibility. I figure if low semi lights are good for cross country drivers, they should be good for soccer moms as well.
