According to mechanic, my Left P/S Rack Boot needs to be replaced. How much?

(#4 of 9 on list of repairs needed to be done )

He said he would have to drop the entire tranny and said he wasn't comfortable doing it. How much can I expect to be charged at my local Suby dealer?

I pulled the rack without touching the tranny.
