don't have the FSM, so I can't directly comment. However, when the circlip is put into the torque converter (TC), then the pump-shaft/extension piece is put into the TC, the circlip holds them both together. It holds together tight enough you could lift up the TC just by the extension.

don't forget to fill the TC up with ATF (if it's been drained) before you stick it all back together again.
