TCU or TPS Adjustment?
Did you try loosening the band adjuster1/4 turn? There is a point where the clutches and bands fry and there's no adjustment that will fix things altho' someone mentioned that they had the flare for the last couple of years. If you need any info from the manual give a shout and I'll get it to you.

That is the right way to adjust the band, for a backyard job.
You would have to loosen the adjuster about 5/6 turns to have it drop the link out of the band.
Turn the adjuster in till it tightens and back it off 3 turns. This sets the right amount of clearance to suit the timing of the TCU. Too much clearance it will slip, too little clearance it will bind, as you have found.
All the best, your going the right way.
Harvey.
I recently did the band adjustment. Ended up tightening a total of 13 turns (over 3 full rotations) and then backing off 6 turns. So in total the adjuster was tightened 1 3/4 rotations. I think this was a little too much though since 1-2 and 3-4 are firm but 2-3 is delayed, slight binding as if it's not releasing 2nd gear. More adjustments to follow.

I know it will because my trans was almost not shifting till I drained a quart because the previous owner overfilled it. too much fluid and your creating bubbles which is bad. too little well... same. picky autos.

if you rear the tech bullitens on band adjustment, Subaru recommends removing thye exhuast and the rear transmission mounts and dropping the transmission onto fabrcated wooden supports, then lower the car on the lift to get at the top of the tranny.

YIKES!!!

I preffer skinned knuckles and saftey wire.
