Upper Vents Not Working!

hey there.. I don't have too much time to do a real good search through the archives, and I'm sure this has been discussed before. When I put my AC on, the vents for my hands & face refuse to open--air only blows on my feet. I'm assuming that there's some kind of control arm that's just stuck.. can anyone point me to where I would find it? Thanks in advance
