nip-ons in the morning, sweaty in the evening

So I had my ac recharged and some o rings replaced. I now blow cold air...in the morning. What I am finding is that my ac runs great in the morning to the point of getting nip-ons.

However, in the evening, on the way home, the system doesn't quite one want to fire up. I park in a garage so the car isn't out in the sun and blazing hot. It blows out cold, feebly for a few seconds then retreats back to its old habit. I've found that if I shut the car off, then restart that initially the ac will come on for a few seconds, go up to full blast and then retreat once again then 2 minutes later slowly cycle up to where its working.

It seems that there is some logic control not working. What should I start checking?
