ABS is not about shorter stopping distances, it's about controlling wheel lockup. ABS is not activated until it senses lockup, then it kicks in. No lockup = no ABS activation. In that case a car without ABS would brake just as well as one with. But now throw a wet road into the equation. A car without ABS could lock one of its wheels, causing the car to veer to one side (which could lead to the car to spin around). The car with ABS would not allow wheel lockup, thus preventing any unwanted direction changes.
