Sighting

At 3:20 PM I came up on a black SVX with PA plates,
# FBV-xxxx, on Walnut & 13th Sts. In Phila. I was in my '92 Pearl SVX and flashed my lights at him. He made a right turn onto 13th St. I had to stay on Walnut St.

Was it a Network member ?
