Gid'ay Sonny, the C solenoid is held in the open position by a spring inside. The signal from the TCU causes it to close, increasing the pilot pressure on the transfer valve, to apply line pressure to the clutch.

So when the C solenoid is off the pilot pressure is leaked off and the clutch plates are released by spring pressure.
