If the rack is a RPM sensitivity type, both pumps should give full pressure at low rpm. If it still has the Speed type, it will stay full power at all rpms. Some other fault must be causing the hard steering. Does it get easier if you increase the engines rpm?

Its hard to turn the steering wheel only at low speeds. I`ve noticed after WD-40 sprayed on cardan joint it becomes softer
