Adjusting emergency brake??

Ok, I am looking on how to do this for a while now and couldnt figure it out exactly. Anyways, can anyone explain me how to perform this? I couldnt find the adjusting nut under the cover on the console below the emergency brake handle.

I looked into the service manual for brake system and couldnt quite understand when I can find the locking adjusting nut in svx.
