Wiper bolt and nut rust

Went to take my front wiper arms off for some fresh paint. D. side wiper bolt and nut looks brand new. The pass side one however, is rusted so tight that it isn't going anywhere. Not a big deal at the moment as I'll just mask the thing reall good and paint it there but it seems odd that one looks new the other is rusted so bad it wouldn't even look good on my brat. Anybody else have issues like this with the wiper stuff?
