I have been told that the video was taken by a company that installs cameras in fleet vehicles.

Whether the video was taken from an actual client fleet vehicle, I'm not sure. But I am positive that it's not staged - I find it very hard to believe that any body would intentionally get in a car and roll it, without a helmet or even a seatbelt.
