heating problem

ok so my problem is that when im driving i get constant flow of hot air on my feet it feel like it is comeing from under the radio right on to my driving foot.
and the heater and the a/c is off but i get this nasty hot air. Q. i wont to know if anyone has this problem and what i can do to fix this i live in houston and it is to f**kin hot to be drive around with this heat
