Got Rearended

I was on my way to meet some friends from work at the local Outback steakhouse for dinner celebrating a co workers 30th anniversary on the job, and I just exited the freeway and came to the stop sign waiting to merge into traffic, when suddenly I felt a huge jolt from behind. At first I thought something drastically wrong happened to my car, then I looked in my rear view mirror and saw a young kid with his hands on his saying OH NO. I was expecting the worse, and to my surprise there was no dent in my rear bumper as he hit it dead center. Just some scuffs and one small rip in the bumper cover about the size of a nickel. He asked me if I was ok and apologized and offered his number after I said dont worry about it. He was driving a small Scion and his front grill cracked and the center scion emblem fell out of his grill. I probably should have called the police but didnt want to wait and miss out on the dinner at outback. Aside from the small rip in the bumper cover its fine. Can that be repaired or would I need to replace the bumper cover. CAn I still report it to the police after the fact
